Good luck with your plans, I have looked into doing cosmetics in the past, I didn't go ahead with it, but I found some useful info along the way.  You may have found the same info, but I thought I'd send you a link to these safety assessment people, as I thought this sounded good value for money:

Another great company I found was Frsholi, the suppliers of all the ingredients, but you may know them already, the link to the safety people is on their site.  Hope this helps!  Incidentally, I am just starting up as a rubber stamp manufacturer, custom and my own designs, so I am excited about my new venture!
